Di Cooke
Di Cooke is a non-resident adjunct fellow with the Intelligence, National Security, and Technology Program at the Center for Strategic and International Studies. She is also an affiliate at the Centre for Governance of AI. Her research focuses on AI capabilities, risk, and governance in military and intelligence contexts, as well as the national security implications of extreme AI threats. She has led research cited by Congress, the Center for AI Standards and Innovation, the UK AI Safety Institute, the UK Ministry of Defence, and the United Nations, and has served as an expert technical adviser for several U.S. congressional AI bills. While at the UK Ministry of Defence, she authored the Responsible AI Assurance Framework, which has since informed the direction of UK defence AI policy, including JSP 936: Dependable Artificial Intelligence in Defence. She has also conducted open-source intelligence investigations on international security matters and trained governments and nonprofit organizations in investigative analysis techniques. She holds an MA in intelligence and international security from King’s College London, where she is also completing a doctorate in security studies.
