Jennifer Dabbs Sciubba
Jennifer Dabbs Sciubba, Ph.D., is a senior associate (non-resident) for the Hess Center for New Frontiers. She is President and CEO of the Population Reference Bureau (PRB), a nonpartisan organization that translates demographic data for policymakers, practitioners, journalists, and communities navigating population change. Under her leadership, PRB serves as a trusted bridge between complex demographic realities and the people who need to understand them—including federal agencies, local governments, advocacy organizations, and business leaders. A political demographer, author, and sought-after speaker, Dr. Sciubba addresses audiences ranging from military leaders and corporate executives to community organizations and media outlets including CNN and BBC. She is the author of 8 Billion and Counting: How Sex, Death, and Migration Shape Our World (W.W. Norton, 2022) and coauthor of Toxic Demography: Ideology and the Politics of Population (Oxford University Press, 2025), which examines how demographic trends have been politicized throughout history. Before leading PRB, she was a tenured professor at Rhodes College and consultant to the U.S. Office of the Secretary of Defense (Policy). She is also a member of the Council on Foreign Relations.
