Dr. Jessica Davis is a non-resident fellow with the Warfare, Irregular Threats, and Terrorism Program at the Center for Strategic and International Studies (CSIS). She is the president of Insight Threat Intelligence Ltd, president of the Canadian Association for Security and Intelligence Studies, and a post-doctoral associate at the University of Calgary Faculty of Law. Prior to launching Insight Threat Intelligence in 2018, Jessica worked for the government of Canada in various roles in the Canadian Armed Forces, Global Affairs Canada, FINTRAC, and the Canadian Security Intelligence Service. She is the author of Illicit Money: Financing Terrorism in the Twenty-First Century (Lynne Rienner Publishers, 2021), Women in Modern Terrorism (Rowman & Littlefield, 2018) and the forthcoming Money for Mayhem: How Finance Fuels Terrorism—and How to Stop It (University of Toronto Press, 2026). Jessica is an associate fellow with the Royal United Services Institute’s Centre for Finance and Security, and a senior visiting fellow with the Soufan Center. She writes a biweekly newsletter and offers courses and training on countering illicit financing and is cohost of Secure Line podcast.
