Justin Breaux

Justin Breaux is director of fundraising operations at the Center for Strategic and International Studies (CSIS), where he oversees systems, strategy, and performance management supporting institutional fundraising and donor engagement. He brings more than a decade of experience across development operations, applied research, and public sector strategy. Prior to CSIS, Justin served as director of resource development and evaluation for the Housing Authority of the City of Austin, leading foundation fundraising, grant administration, donor stewardship, and evaluation across a diverse portfolio of resident services initiatives. Earlier, he was a research associate II at the Urban Institute’s Justice Policy Center, managing large-scale evaluations, conducting qualitative and quantitative research, and authoring policy reports on criminal justice and social systems. Justin holds an MSc in Sociology from the University of Oxford, where he was a Weidenfeld Political Leadership Scholar, and a BA and BS from Loyola University New Orleans.
