A Living Playbook for America’s Technology Long Game

The Tech Edge Project is the Economic Security and Technology (EST) Department’s flagship initiative on U.S.–China technology competition. It introduces a new framework for assessing the ecosystem drivers that shape long-term technology leadership—not just who leads today, but who is positioned to win over time.

Tech Edge begins with a core insight: technological dexterity—the ability to build and sustain strengths across different technology types—is essential for national competitiveness. Winning the long game requires more than breakthroughs in AI or chips. It demands dynamic ecosystems, speed to scale, and trusted networks of innovators, workers, and allies.

The Tech Edge Report marks the launch of a multi-year research effort to inform and shape U.S. strategy. In the months and years ahead, the EST team will develop rolling deep dives into the critical technologies that will decide the future, offering practical tools and policy guidance for government, industry, and global partners in real-time.
