Thamar E. Harrigan
Thamar E. Harrigan is the chief of staff and director of operations for the Economic Security and Technology Department at the Center for Strategic and International Studies, where she supports the department’s strategic priorities and operational effectiveness and works with its experts to deliver policy impact at the intersection of trade, technology, and economic security. She brings extensive experience across several sectors, including international trade, regulatory affairs, and government relations. She practiced international trade and regulatory law, served as chief of staff and White House liaison at the U.S. Trade and Development Agency, and previously served as senior advisor for intergovernmental relations at the U.S. Department of Housing and Urban Development. Thamar holds a JD from St. Thomas University School of Law and an LLM in international business law from the National University of Singapore, in a joint program with East China University of Political Science and Law, and earned dual bachelor’s degrees from the University of Florida.
