On the occasion of the International Day of Persons with Disabilities

The third of December, the International Day of Persons with Disabilities, is a pretext to protect the rights of people who make at least 15% of the world's population and seek to empower and enjoy equal opportunities to live and participate effectively in various social fields. The rights that have been neglected in many places of the world for a variety of reasons, and lead to loss of opportunity, poverty and deprivation, loss of talent, and increased material and spiritual costs.
In our beloved country, Iran, despite the adoption of relatively practical laws such as the "Law on the Protection of the Rights of Persons with Disabilities" which was achieved with the aim of reducing life pain and providing relative welfare for this group and the efforts of social activists and NGOs has unfortunately no outcome. The lack of legal credits is an excuse for the government to turn this law into an inefficient and weak law in removing the existing obstacles and raise a very key question in the minds of the large community of disabled people in the country: “in the muzzle of neglecting of whom the concerns of the disabled are missed?

Therefore, the National Network of Non-Governmental Organizations for the Physically disabled, on behalf of its 58 member organizations in this field, in the current special situation, which on the one hand we face foreign sanctions and on the other hand the Corona has pervaded on the country and has created a more different situation than before, we call on the government and the authorities to pay special attention to their demands within the framework of the Law on the Protection of the Rights of Persons with Disabilities and in accordance with the following paragraphs:

1. Careful review and calculation of the budget and credits required for the full implementation of the "Law for the Protection of the Rights of Persons with Disabilities" in 2021, emphasizing that due to the country's economic situation in the face of economic sanctions and the coronavirus epidemic, not paying attention to this demand True, it is considered strongly contrary to the ideals of the system in regard to the hapless and it is considered as an obvious betrayal of a large number of citizens with disabilities.
2. Fundamental revision of the law on the formation of the Welfare Organization and decisive decisions at the level of the Cabinet in order to form or designate a specialized institution to provide services to the disabled or reduce the diversity and scope of duties and responsibilities of the Welfare Organization that includes a wide range of social sufferers. Due to the volume of social problems and difficulties, it does not have the legal power, specialized capacity and the necessary and sufficient capacity to meet the demands of the disabled.
3. The Welfare Organization focuses on the specialized needs of people with disabilities in topics such as accurate and segregated census of the country's disabled population, prevention of disability and secondary disabilities, basic education and special skills for children with disabilities, counseling families with disabilities, providing medical, health and rehabilitation needs and...
4. Non-interference of the Welfare Organization and other government institutions in the establishment, management and continuation of the activities of non-governmental organizations and thematic networks that undermine the process of correct claims and divisions among groups of the disabled and a is clear violation of Note of Article 1 of the NGO Regulations approved by the Cabinet in 2016.
5. Observance of paragraph c of Article 1 of the Law on the Protection of the Rights of the Disabled and introduction of representatives of real networks consisting of institutions to the Law Supervision and Coordination Committee and the country's adaptation headquarters

Therefore, the Government of the Islamic Republic of Iran, headed by the President and the Ministries and the Minister of Labor Cooperation and Social Welfare, and especially the Welfare Organization, are expected to respect the legal demands and the rights of people with disabilities and their legal representatives, with Avoiding discriminatory behaviors and tasteful decisions, prevent the destruction and deviation of the law for the protection of the rights of the disabled, which is the result of struggling and years of suffering and demands of the large community of the disabled, and the support of the government and members of the Islamic Consultative Assembly. And do their best to fully implement domestic and international law and serve the large community of people with disabilities.
